Assistant Manager - Train Service

Job Descriptions:

• Perform Duty Service Manager Support and take charge of any incident and emergency cases and to act as Incident Officer to ensure a speedy recovery of service, to conduct the details of investigation and confirm the cause(s), compile the incident report and recommend the practicable follow-up actions
• Carry out activity audit and inspection to achieve the required safety and operational standards. Establish, implement and maintain the Performance Inspection System to ensure that train staff are regularly inspected and properly guided. Review all incident reports and share the lesson learnt with train crews for continuous improvement of the train service reliability
• Assist related departments or sections to plan and organize Drills and Exercise to maintain high safety standard and operational competency
• Manage the safety operation of both revenue service and engineering trains and safe system of engineering possession at non traffic hours, provide good customer service for both normal and emergency situations through regular review the training manuals, handbooks, procedures and contingency plans and assisting Management in different projects
• Responsible for coordinating, monitoring, evaluating, and reviewing the functional safety and customer services training in Train Operations, and support Operations Training section on the provision of on-the-job and refresher training related to the safe and efficient operations of train for all train crews, or to the station staff if required
• Maintain a high-level discipline workforce while retaining its harmonization through providing adequate communications and motivational initiatives
• Provide counselling to staff to ensure their performance meet with the prescribed operational and service standards and to notify them about the rationale for any disciplinary measure taken
• Act as an examiner and qualifier for Train Crew and Emergency Train Operation and provide operational inputs to the design team for the procurement of new rolling stock or equipment, such as new type of train, signaling system, PSD etc., and to lead a dedicated team of train crews to conduct the required Testing & Commissioning, Trial Operations with the design engineers of related Engineering sections and the Operations Training section
• Carryout managerial tasks, such as new recruits’ selection interviews and qualification, special task force and working groups
• Keep control of the budgeting expenses of respective crew depots and constantly review the related train operation procedures
• Deputize Train Service Manager’s role when necessary
• Perform ad-hoc assignments and projects as assigned

Requirements:

• Bachelor Degree in Transportation Management or recognized professional qualification in relevant discipline preferred
• At least 5 years with 3 years supervisory level in railway operations for Bachelor Degree holder
• Completion of functional training of Passenger Train Operation, Engineering Train Operation, Rules & Procedures (Train) and Senior Supervisory Course
• Proficient in written and spoken English and Chinese
• Effective communication and presentation skills are essential
• Extensive experience in people management and training unit arrangements would be also an advantage
